This is a pair of Vietnam War era, US Army Master Sergeant (MSG) sleeve ranks.
Each rank measures approx. 3" x 5 1/2"
There are lot of strings hanging off that can be snipped or burned off.  We used to call these Irish Pennants but I doubt they call it that any more.
